Stormwater 2030

Stormwater 2030 was formed in 2024 to address concerns that the stormwater sector in NSW was not adequately addressing community needs. The industry associations accepted that they were a part of the problem and the wrong people were in the room when discussing stormwater issues.

As Founding Chair of Stormwater 2030, it is with immense pride that I present our first Annual Report.

Stormwater 2030 was established with a singular, ambitious goal: to forge a new path for stormwater management in New South Wales. We all, as industry insiders, share the deep conviction that the current performance of our sector is simply not at the level it needs to be.

Driven by the vision of achieving world-class beaches, harbours, and rivers, Stormwater 2030 has swiftly moved from identifying systemic industry issues to implementing concrete initiatives and fostering crucial collaborations. The full report can be found here.

David Nixon

Chairperson

David is a Company Director, Board and Executive Advisor with 35 years of experience across multinationals, utilities, councils, and small businesses.

He has strategic planning expertise and has held significant roles in the Australian Water Sector and renewable energy in NSW. David’s board roles include Stormwater Sydney, Gerald and Rose, and Chair of the NSW Liberal Parties Audit and Governance Committee. He holds a Master of Business Administration and a Master of Environmental Business Management.

Dr Andrew Thomas

Deputy Chairperson

Dr Andrew Thomas is the President of Stormwater NSW and the Executive Officer of the Cooks River Alliance. He leads a multi-discipline team in river regeneration projects, coordinating efforts across councils in the Cooks River Catchment and Sydney Water to tackle environmental challenges.

Previously, Andrew served as the WSUD Compliance Program Development Lead at Blacktown and worked as an environmental scientist with Aurecon. He holds a PhD in water quality, focusing on the maintenance and long-term performance of stormwater control measures (SCMs).

Andrew’s expertise in stormwater management and commitment to sustainability make him a key member of the Stormwater 2030 Board of Directors.

Colan Chin

Executive Director

Colan Chin is a business strategist and environmental advocate dedicated to creating sustainable water management solutions that balance economic growth with ecological responsibility. As Secretary of Stormwater 2030, he works with councils, businesses, and environmental organizations to drive policy and practical initiatives that improve stormwater management across NSW.

With a background in Physical Geography and extensive experience in business development, marketing, and environmental systems, Colan bridges the gap between industry and sustainability. He is also the Director of Gerald and Rose, a Sydney-based agency supporting small businesses, government, and not-for-profits, and the Chair of the Caroline Rose Charity, which champions grassroots environmental and social initiatives.

André Magar

Director

André holds a Bachelor Honours Degree in Engineering and began his career in the energy sector. With a strong focus on environmental management and a lifelong commitment to ocean conservation, he transitioned into the stormwater industry, where he leverages his expertise to drive sustainable practices and deliver meaningful environmental outcomes.

A consistent contributor to leading industry bodies, he serves as Vice President of Stormwater NSW and has been actively involved with FRANC and UDIA. André bridges growth and profitability with sustainable frameworks and environmental compliance and is deeply committed to uniting stakeholders around a shared mission, safeguarding and enhancing our waterways.

Wiebke Benze von Fritz

Director

Wiebke Benze von Fritz is the co-founder and Managing Director of HydroCon Australasia, a position she has held since 2001. Her company, HydroCon, supplies engineered products that support Water Sensitive Urban Design (WSUD) and integrated urban water management. These products, which include permeable concrete pavers and pipes, help to reduce urban runoff, improve water quality, and enable local infiltration and bioretention.

In her role at HydroCon, Wiebke is responsible for the company’s strategic direction and leads collaborations with other firms specialising in sustainable urban and stormwater management systems.Wiebke’s key professional focus areas include WSUD, urban and stormwater management, nature-based infrastructure, climate resilience, and community sustainability. She holds an MBA (Diplom-Kaufmann) and a Bachelor of Business (BBA) from the University of Hamburg, Germany. She also earned a Marketing Certificate from the University of Technology Sydney. In addition to her directorship at Stormwater 2030, Wiebke is a member of Stormwater NSW , the Australian Institute of Landscape Architects (AILA), and the Concrete Masonry Association Australia (CMAA).
