Navigating the Tides: Understanding the Stormwater 2030 Model and NSW’s Key Water Challenges

Published: Sep 19, 2025

Our newly released Stormwater 2030 2025 Annual Report details not only our vision for “World Class Beaches, Harbours, and Rivers” but also the foundational strategy and the significant challenges we aim to overcome in New South Wales. This post delves into the Stormwater 2030 Model and some of the critical issues facing our waterways.

A cornerstone of our strategic approach is the Stormwater 2030 Model. This foundational framework outlines the pathway to an integrated, standardized, and outcomes-focused approach to stormwater in NSW. It serves as a comprehensive guide designed to address major issues like climate impacts, infrastructure gaps, and funding barriers, while aligning policy and fostering cross-sector collaboration. The model is dynamic and evolving, intended as a living blueprint for reform, rather than a static document.

The report candidly identifies 14 key issues that currently hinder effective stormwater management in NSW. Addressing these complex challenges is central to our mission. Some of the most pressing issues include:

  • Climate Change Risk: We are seeing increasing flood frequency and severity, alongside urban heat due to the escalating impacts of climate change.
  • Waterway Pollution: Stormwater runoff remains a major contributor to declining water quality and the degradation of aquatic ecosystems across NSW.
  • Funding Shortfall: There is a persistent lack of consistent and adequate funding for essential maintenance, critical upgrades, and crucial innovation in stormwater infrastructure.
  • Standardise the Standards: Inconsistent stormwater standards across and within local councils lead to fragmented planning and implementation, creating inefficiencies and varied outcomes.
  • Aging Infrastructure: Widespread deterioration of legacy stormwater assets means they are unable to meet modern demands, requiring significant investment and strategic planning.
  • Community Awareness: Low public understanding and engagement around the role and impact of stormwater systems present a barrier to broad community support and participation in solutions.

These are just a few of the critical areas Stormwater 2030 is committed to tackling through innovation and collaboration. Our Annual Report provides a detailed look at all 14 identified issues and how the Stormwater 2030 Model is designed to drive the necessary reforms.
